EU-funded ERA-LEARN Consortium refers to study "
Italy's
excellence in research" in the "
Country
Report Italy" published today.
Published in early 2025 by the teams of
Mario
Pagliaro and
Rosaria Ciriminna
at Italy's Research Council and
Cristina
Della Pina at the University of Milan, the study analyzes
excellence in research carried out in Italy using the Highly
Ranked Scholars (HRS) ranking of the top 0.05 % of all >30
million scholars, of both prior five-year (2018–2022) and lifetime
rankings.
Results are informative in many aspects, including
in
comparison to other nations. The critical analysis of the
results may inform policy efforts aimed at opening up a positive
long-term economic development perspective for Italy.
Publishing Country Reports since 2019, ERA-LEARN so far has
published ten Report. The Report published today finds that Italy
is a very active Member State in both Horizon 2020 and Horizon
Europe partnerships, with participation in nearly all available
initiatives and a notable increase in national financial
commitments.
A
distinguishing feature is Italy’s active promotion of
regional participation, making it one of the few countries to
systematically involve regional authorities with partnership
themes. Persistent weaknesses identified include complex national
administrative procedures, delays in funding disbursement, and
rigid financial rules, which create barriers to efficient
implementation.
Despite these challenges, Italy’s proactive and inclusive approach
to partnership participation positions the country as a key
contributor to the European research landscape, with significant
potential of growth.
